16 months hemangioma inside cheek

I am a new mom of a 16 month energetic lil boy. When he was first born I noticed a little ball like a bruse o his left check. Since then it has grown rapidly. He needs to be seen by a dr for his one year check up but it was cancelled. Due to the doctor needed more time to research it more. Since January 1 he has no insurance the insurance company want records of his appointment to decide if he is eligable. At this time I would want to know where do I go from now.

we live in the San juaquin valley in ca between Fresno and Bakersfield. Right now we have no insurance they want records of tomarrows visit with the dermatolgist.

I'm not sure that I understand how they would want to see records for a visit that he hasn't had yet?
