Where are you located?

If you do not have a diagnosis then how could it be considered pre-existing?

But, I think you would benefit by getting in touch with a specialist in the field. You can start here for advice: http://birthmark.org/experts.php

and also look through our list of physicians and see if there is one near you with experience.
