When is KT diagnosed?

When is KT diagnosed?

I am wondering if there is an answer for this question. We have a 15 month old with a PWS on her back and leg. I am wondering if things will remain the same or if there is still time for her to develop tissue overgrowth/ vericose veins etc. Have read lots of things and not sure what is what. Any feedback is much appreciated!
