Yes, since you where six there has been a lot of changes in laser treatment. I have been doing laser treatment for a little over 18 years now and have used four different lasers.
The most common now is the V-Beam Pulse Dye Laser (PDL). If you go to the top of the page under resources and find a physican you can find a doctor in your area or driving distance from where you live. They can give you more info on what they use in their office.
Yes, PWS can grow, coble, or form bleps if not treated. What you are seeing is normal when it gets cold out side PWS birthmarks get darker. Same as if you are angry, working out in the gym or just out of the shower it can change from getting darker or lighter.

. I know several people including myself had flat PWS until they where 21, 22 years of age when their PWS started to grow.
