Is this Nevus of Ota???

Please excuse my face I just got out of the shower :P
I'm 15 and I've always had this birthmark on my left eye with a blueish-grey tint increasingly getting darker around the actual eye all my life. I just recently discovered nevus of ota and want to know if this is it? Considering it is mostly found in Japanese and I'm Caucasian.
I used a crappy quality iTouch camera so the color isn't as prominent as it is in real life, but it's still visible.

It does look like Nevus of Ota. Have you ever tried to get treatment?

I've been to the eye doctor but they just said it was a freckle/birthmark and to get it checked like every year
