superficial hemangioma

My 7 week old was seen by ped dermatologist for an H on her neck. She said it was small and superficial. What's the chances it will stay flat and superficial?

I'm not sure, but I will tell you that my DD's at 7 weeks was still fairly flat... now it's roughly 1/4 an inch raised. But I've seen others that stayed totally flat. They typically continue to grow and develop until about 6 months old (according to our ped derm).
