Smile PWS appearing at 9 months??

Hi There.
My daughter has two hemangiomas on her face, one under her eye and the other on the corner of her lip, both on the right side of her face. I noticed an odd shaped red patch that has not gone away all afternoon, within this patch are small red dots. I was wondering if anyone can tell me if pws are always present at birth or can appear later?

Port wine stains are present from birth but often darken (and thicken) over time. The new redness you are describing does not sound like a PWS to me, but each case is unique; a skilled pediatric dermatologist should be able to give you a more definitive answer. Perhaps you can schedule a check-up with the dermatologist who is monitoring her hemangiomas?
